Step 1: Regulation 33 advice (Available
by April 2004)
As was required for the original feature of the site (Bottlenose
dolphin), the Countryside Council for Wales are drawing up
the ‘Regulation 33 Advice’ for
each of the additional features. This Advice will be very similar for all features
in that the objective will be consistent with the objectives of the SAC to
'maintain or restore habitats and species of European importance to a favourable
conservation status'. Obviously there is a great deal of detail required to
decide what the ‘favourable conservation status’ is for each feature,
and CCW hope to have produced their Advice by April 2004.
Step 2: Development of management actions
(April 2004 – March 2005)
The next stage in the development of the reviewed management plan will be to
submit this advice to all the relevant Government authorities in order for
them to write management actions to ensure the conservation objectives of each
feature is achieved. Based on previous experience it is envisaged that this
will take one year.
Step 3: Public consultation (April
2005 – June 2005)
Statutory authorities are required to ensure that the public are given the
opportunity participate in the development of the management plan. The minimum
period required for the consultation is three months. The Relevant Authority
Group will ensure that public meetings are organised and there is ample opportunity
for public consultation to occur within this period. The nature of consultation
will depend to some degree on the decision the Liaison Group take in terms
of restructuring (see complimentary report “Review of the effectiveness
of the Liaison Group in the development and implementation of the Cardigan
Bay cSAC Management Plan”).
Step 4: Publication
of revised Management Plan (March 2006) Following
the public consultation period, any revision will be made and
the Plan will be published as soon as practicable. Based on
previous experience this will take nine months.
